Parking Matters assisted with specifying the outsourcing requirements of the IT Services and providing the necessary advice and technical documentation to enable the Council to procure new contractor(s).
What we did
- Collaborated with the Council to define service requirements for parking management.
- Divided the service into five lots: Kerbside Management, Moving Traffic Contraventions, Debt Recovery, Environment Enforcement, and Highways Enforcement.
- Created a range of service specifications tailored to different aspects of parking management.
- Produced draft evaluation criteria and pricing structure to be included in the Invitation to Tender (ITT).
- Provided advice and support to the Council on the creation of tender documents.
- Assisted in drafting the Framework/OJEU notice to ensure compliance with regulations.
- Offered technical advice to stakeholders involved in the bid evaluation process.
Outcome
- Created a clear definition of service requirements and specifications for parking management with division of the service into manageable lots for effective procurement.
- Facilitated the creation of tender documents and Framework/OJEU notice.
- Suggested comprehensive evaluation criteria and pricing structure to be incorporated into the ITT.
- Enhanced transparency and fairness in the bid evaluation process.
- Ensured compliance with regulations throughout the tendering process.
- Improved efficiency in the procurement of parking management services for the Council.
